How the 8th Pay Commission salary is calculated
- Revised basic pay = current basic pay × fitment factor, rounded to the nearest ₹100.
- DA restarts at 0% of the new basic pay, then rises every January and July.
- HRA = new basic × 24%, 16% or 8% for X, Y or Z cities (higher once DA crosses 25% and 50%).
- Transport allowance keeps its current value including DA, then earns fresh DA.
- In-hand salary = gross pay − NPS/UPS (10% of basic + DA) or GPF, CGHS, CGEGIS and any tax.
Worked example: Level 7, ₹44,900, X city, factor 2.28
| Component | 7th CPC today | 8th CPC (2.28) |
|---|---|---|
| Basic pay | ₹44,900 | ₹1,02,400 |
| DA (60% → 0%) | ₹26,940 | ₹0 |
| HRA (30% → 24%) | ₹13,470 | ₹24,576 |
| Transport allowance | ₹5,760 | ₹5,760 |
| Gross | ₹91,070 | ₹1,32,736 |
| Deductions | −₹7,894 | −₹10,950 |
| In-hand | ₹83,176 | ₹1,21,786 |
The in-hand salary rises by ₹38,610 a month (46.4%), even though DA falls from ₹26,940 to zero, because the 60% DA is already inside the new basic pay.

8th Pay Commission HRA calculator: X, Y and Z rates
House Rent Allowance is paid as a percentage of basic pay. Under the 7th CPC it started at 24/16/8% and stepped up as DA grew. We expect the same reset on the 8th CPC pay, which is why HRA can look smaller in percentage terms even though the amount rises with the bigger basic pay.
| City class | DA below 25% | DA 25%+ | DA 50%+ |
|---|---|---|---|
| X (50 lakh+ population) | 24% | 27% | 30% |
| Y (5–50 lakh) | 16% | 18% | 20% |
| Z (rest of India) | 8% | 9% | 10% |
Pick your city class in the calculator to see your HRA under the 8th CPC. Staff in government accommodation don’t get HRA, so choose “None”.
What happens to DA after the 8th Pay Commission?
DA is 60% of basic pay today. When the new pay matrix starts, that DA is absorbed into basic pay and DA restarts at 0%. This is why the fitment factor matters so much: a factor of 1.60 only converts basic + 60% DA into a new basic pay, with no real increase. Every point above it is the actual pay rise. Try the DA calculator to see DA on any basic pay.
